{"id":3441,"date":"2014-12-03T11:26:42","date_gmt":"2014-12-03T16:26:42","guid":{"rendered":"http:\/\/randpc.com\/blog\/?p=3441"},"modified":"2014-12-03T11:45:12","modified_gmt":"2014-12-03T16:45:12","slug":"fisp-railings-inspections-due-february2","status":"publish","type":"post","link":"https:\/\/m.randpc.com\/blog\/fisp-railings-inspections-due-february2\/","title":{"rendered":"FISP Railings Inspections Due February 2"},"content":{"rendered":"<p>After a Manhattan woman fell to her death by leaning against an unsafe balcony railing at her Upper East Side apartment in July 2013, the New York City Department of Buildings issued a new inspection requirement to lessen the chance of similar tragedies. The deadline for that inspection, <strong>February 2, 2015<\/strong>, is approaching.<\/p>\n<p>The <a href=\"http:\/\/randpc.com\/files\/4514\/1746\/9504\/DOB_Railings_Memo_5-5-14.pdf\" target=\"_blank\">amended rule<\/a> requires that railings and their connections be checked for structural stability as part of the city\u2019s <a href=\"http:\/\/www.randpc.com\/articles\/fisp-fact-sheet\" target=\"_blank\">Facade Inspection Safety Program<\/a> (FISP, formerly Local Law 11\/98). All types of railings and connections\u2014including those on balconies, terraces, roofs, and fire escapes\u2014are included under the amended rule, which applies to all New York City buildings taller than six stories.<\/p>\n<div id=\"attachment_3445\" style=\"width: 510px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/randpc.com\/blog\/wp-content\/uploads\/2014\/12\/loose-balcony-railing-crop.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-3445\" class=\"size-full wp-image-3445\" src=\"https:\/\/randpc.com\/blog\/wp-content\/uploads\/2014\/12\/loose-balcony-railing-crop.jpg\" alt=\"Railings and connections must be evaluated for structural soundness and an affidavit filed with the DOB by Feb. 2.\" width=\"500\" height=\"375\" srcset=\"https:\/\/m.randpc.com\/blog\/wp-content\/uploads\/2014\/12\/loose-balcony-railing-crop.jpg 500w, https:\/\/m.randpc.com\/blog\/wp-content\/uploads\/2014\/12\/loose-balcony-railing-crop-150x113.jpg 150w, https:\/\/m.randpc.com\/blog\/wp-content\/uploads\/2014\/12\/loose-balcony-railing-crop-300x225.jpg 300w, https:\/\/m.randpc.com\/blog\/wp-content\/uploads\/2014\/12\/loose-balcony-railing-crop-485x364.jpg 485w, https:\/\/m.randpc.com\/blog\/wp-content\/uploads\/2014\/12\/loose-balcony-railing-crop-360x270.jpg 360w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/><\/a><p id=\"caption-attachment-3445\" class=\"wp-caption-text\">Railings and connections must be evaluated for structural soundness and an affidavit filed with the DOB by Feb. 2 to complete the 7th Cycle FISP report.<\/p><\/div>\n<p>Because the new requirement took effect after the last filing deadline for the 7<sup>th<\/sup> Cycle of FISP, which was February 21, 2013, a separate inspection must be conducted on railings and connections and then an affidavit filed with the DOB by the February 2, 2015 deadline to complete the 7<sup>th<\/sup> Cycle Report. The inspection can be performed by the same engineer or architect who conducted the 7<sup>th<\/sup> Cycle facade inspection or by another Qualified Exterior Wall Inspector. It is up to the inspector to decide whether all of a building\u2019s railings and connections should be inspected, or (as in the case of a mid- to large-size building) a representative sample will suffice.<\/p>\n<p>If any of the railings or connections are deemed unsafe, the engineer\/architect is required to submit an Unsafe Notification to the DOB, along with a letter from the owner stating that the balconies, terraces, or any areas enclosed by unsafe railings have been vacated and made safe, and access blocked. A Subsequent 7<sup>th<\/sup> Cycle FISP Report must then be filed with the DOB within two weeks to document the Unsafe status and the planned repair program.<\/p>\n<p>Starting with the 8<sup>th<\/sup> Cycle of FISP, which begins February 21, 2015, the evaluation of railings and connections will be part of the facade inspection report and will not require a separate affidavit.<\/p>\n<p>If your building has not had its railings evaluated for structural soundness as part of its 7<sup>th<\/sup> Cycle FISP Report, contact RAND at 212-675-8844 or <a href=\"mailto:&#x66;&#x69;&#x73;&#x70;&#x40;&#x72;&#x61;&#x6e;&#x64;&#x70;&#x63;&#x2e;&#x63;&#x6f;&#x6d;\">&#x66;&#x69;&#x73;&#x70;&#x40;<span class=\"oe_displaynone\">null<\/span>&#x72;&#x61;&#x6e;&#x64;&#x70;&#x63;&#x2e;&#x63;&#x6f;&#x6d;<\/a> for a proposal to conduct the inspection and file the affidavit with the DOB.
