{"id":5862,"date":"2020-09-28T11:48:12","date_gmt":"2020-09-28T15:48:12","guid":{"rendered":"http:\/\/randpc.com\/blog\/fispamnestyprogram2020-copy-2\/"},"modified":"2024-04-11T11:58:20","modified_gmt":"2024-04-11T15:58:20","slug":"fispamnestyprogram2020extended","status":"publish","type":"post","link":"https:\/\/m.randpc.com\/blog\/fispamnestyprogram2020extended\/","title":{"rendered":"Deadline Extension for FISP Amnesty Program"},"content":{"rendered":"<p>Per the Department of Buildings' Facade Amnesty Program, building owners that have not yet filed their FISP 8<sup>th<\/sup>\u00a0Cycle Reports have a chance to administratively close their 8<sup>th<\/sup>\u00a0Cycle filing requirement by filing a 9<sup>th<\/sup>\u00a0Cycle Report\u00a0regardless of their official 9<sup>th<\/sup>\u00a0Cycle filing period.<\/p>\n<p><strong>With only a few days left from the initial deadline of September 30, the DOB has extended the <a href=\"http:\/\/r20.rs6.net\/tn.jsp?t=xkbbb7abb.0.0.dijggpcab.0&amp;id=preview&amp;r=3&amp;p=https%3A%2F%2Fwww1.nyc.gov%2Fassets%2Fbuildings%2Fpdf%2Ffacade_amnesty_program_extension_sn.pdf\">FISP Amnesty Program deadline to October 31, 2020<\/a>, noting that there will be no further extension.\u00a0\u00a0<\/strong><\/p>\n<p>There is no filing fee required for the administrative closure of the 8<sup>th<\/sup> Cycle. However, the amnesty program <em>does not<\/em> waive late fees, civil penalties or ECB fines accrued for failure to file a report. All late fees, civil penalties or ECB fines accrued for a failure to file during any previous cycles must be paid prior to, or at the time of, the amnesty program filing.<\/p>\n<p>To take advantage of this amnesty program, reports filed must comply with the new 9<sup>th<\/sup> Cycle rules, which went into effect on February 21, 2020.<\/p>\n<p><strong>Key Points<\/strong><\/p>\n<ul style=\"list-style-type: square;\">\n<li>The amnesty program is only available to building owners who failed to file their 8<sup>th<\/sup> Cycle FISP report.<\/li>\n<li>Non-compliant owners may file their reports during the July 1 to September 30, 2020 amnesty period regardless of their official 9<sup>th<\/sup> cycle filing period (which is based on the last digit of the building\u2019s block number).<\/li>\n<li>The filing fee of $425 is required for submission of the 9<sup>th<\/sup> Cycle report.<\/li>\n<li>There is no filing fee required for the administrative closure of 8<sup>th<\/sup> Cycle.<\/li>\n<li>The amnesty program does not waive late fees, civil penalties or ECB fines accrued for failure to file a report. All late fees, civil penalties or ECB fines accrued for a failure to file during any previous cycles must be paid prior to or at the time of the amnesty program filing.<\/li>\n<\/ul>\n<p><strong>New 9<sup>th<\/sup> Cycle Rules<br \/>\n<\/strong>It\u2019s important to note that to take advantage of this amnesty program, reports filed must adhere to the <a href=\"https:\/\/randpc.com\/blog\/fispcycle9\/\">new 9<sup>th<\/sup> Cycle rules<\/a>, which were implemented on February 21, 2020.
