{"id":6158,"date":"2021-03-30T09:55:35","date_gmt":"2021-03-30T13:55:35","guid":{"rendered":"https:\/\/randpc.com\/blog\/?p=6158"},"modified":"2021-05-18T13:30:32","modified_gmt":"2021-05-18T17:30:32","slug":"nycbenchmarking2021","status":"publish","type":"post","link":"https:\/\/m.randpc.com\/blog\/nycbenchmarking2021\/","title":{"rendered":"Update: Energy Benchmarking Deadline is Approaching"},"content":{"rendered":"<div align=\"justify\">\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-6160\" src=\"https:\/\/randpc.com\/blog\/wp-content\/uploads\/NYC-Benchmarking-1-485x273.jpg\" alt=\"New York City Benchmarking Law\" width=\"829\" height=\"467\" srcset=\"https:\/\/m.randpc.com\/blog\/wp-content\/uploads\/NYC-Benchmarking-1-485x273.jpg 485w, https:\/\/m.randpc.com\/blog\/wp-content\/uploads\/NYC-Benchmarking-1-300x169.jpg 300w, https:\/\/m.randpc.com\/blog\/wp-content\/uploads\/NYC-Benchmarking-1-150x84.jpg 150w, https:\/\/m.randpc.com\/blog\/wp-content\/uploads\/NYC-Benchmarking-1-768x432.jpg 768w, https:\/\/m.randpc.com\/blog\/wp-content\/uploads\/NYC-Benchmarking-1-scaled.jpg 1200w\" sizes=\"auto, (max-width: 829px) 100vw, 829px\" \/><\/p>\n<p><em>*Update: The Benchmarking compliance deadline for the 2020 calendar year for buildings 25,000 SF and larger has been extended to June 1, 2021 per a <a href=\"https:\/\/www1.nyc.gov\/assets\/buildings\/pdf\/benchmarking_extension_060121_sn.pdf\" target=\"_blank\" rel=\"noopener\">service notice<\/a> from the NYC Department of Buildings.\u00a0<\/em><\/p>\n<p>The DOB has released its <a href=\"https:\/\/www1.nyc.gov\/site\/buildings\/business\/compliance-instructions.page?mc_cid=77e0d7d670&amp;mc_eid=676548aac8#q1\">2021\u00a0Covered Buildings List<\/a> for benchmarking compliance.\u00a0All properties on this list must submit a benchmarking report of their 2020 utilities data by May 1, 2021.<\/p>\n<\/div>\n<div align=\"justify\">As a reminder, New York City's\u00a0<a href=\"https:\/\/randpc.com\/articles\/energy-efficiency\/ll84-09-benchmarking\/\" target=\"_blank\" rel=\"noopener noreferrer\">Benchmarking Law<\/a>\u00a0requires owners of properties that are 25,000 square feet or larger to annually submit their building's annual energy and water usage to the EPA's\u00a0<a href=\"http:\/\/energystar.gov\/benchmark\" target=\"_blank\" rel=\"noopener noreferrer\">Portfolio Manager\u00a0<\/a>website at\u00a0<a href=\"http:\/\/energystar.gov\/benchmark\" target=\"_blank\" rel=\"noopener noreferrer\">energystar.gov\/benchmark<\/a>.<\/div>\n<div align=\"justify\"><\/div>\n<div align=\"justify\"><strong><br \/>\nCon Edison and National Grid Customers:<\/strong>\u00a0<a href=\"http:\/\/www.coned.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Con Edison<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.nationalgridus.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">National Grid<\/a>\u00a0strongly recommend that customers request their building's utilities data by April 15 to allow enough time to meet the May 1 filing deadline.<\/div>\n<div align=\"justify\"><\/div>\n<div align=\"justify\"><strong><br \/>\nViolations for Failed Compliance:<\/strong>\u00a0Buildings that do not submit their benchmarking reports by May 1 will face a $500 penalty each quarter until the report is filed, with a maximum of $2,000 per year.<\/div>\n<div align=\"justify\"><\/div>\n<div align=\"justify\"><strong><br \/>\nEnergy Efficiency Grades:\u00a0<\/strong>Based on the benchmarking data submitted, buildings will be assigned energy efficiency grades.\u00a0Energy Efficiency Rating Labels with these grades must be posted in a public entrance of the building by October 31 of each year. The labels are available in the\u00a0<a href=\"https:\/\/www1.nyc.gov\/site\/buildings\/industry\/dob-now-public-portal.page\" target=\"_blank\" rel=\"noopener noreferrer\">DOB NOW Public Portal<\/a>\u00a0annually on October 1. Failure to comply will result in a DOB violation and an annual fine of $1,250.<\/div>\n<div align=\"justify\"><\/div>\n<div align=\"justify\"><strong><br \/>\nRAND's Benchmarking Services:<\/strong>\u00a0RAND provides the\u00a0<a href=\"https:\/\/www.randpc.com\/articles\/energy-efficiency\/ll84-09_benchmarking\/\" target=\"_blank\" rel=\"noopener noreferrer\">following services<\/a>\u00a0to help your building comply:<\/div>\n<ul>\n<li>Create an account log-in and building profile on the Portfolio Manager website.<\/li>\n<li>Assist building owners and managers with obtaining energy usage information.<\/li>\n<li>Enter energy usage data into the Portfolio Manager.<\/li>\n<li>Generate the custom Energy Report required for submission to the New York City Department of Finance. The Energy Report will include the building's profile, summary information, and estimates of its energy usage (BTUs and dollar amount per square foot).<\/li>\n<li>Answer any follow-up questions about the Energy Report.<\/li>\n<\/ul>\n<div align=\"justify\"><strong><br \/>\nAround the Corner:<\/strong>\u00a0Benchmarking is a crucial step in the process of ensuring your building complies with\u00a0<a href=\"https:\/\/randpc.com\/articles\/energy-efficiency\/cma\/\" target=\"_blank\" rel=\"noopener noreferrer\">Local Law 97 of 2019<\/a>\u00a0of the Climate Mobilization Act, which sets increasingly stringent carbon emissions caps with aggressive and steep fines for buildings that fail to comply. The first compliance deadline is May 1, 2025, and buildings must meet their target emissions targets by the end of 2024, which is now less than three years away.
